ap_verify_testdata is an ap_verify dataset that is used to test dataset-related functionality such as repository management and ingestion. It is essentially a port of the obs_test data to the ap_verify format, but obs_test is not intended to have Gen 3 support (see #dm).

Modify ap_verify_testdata to use obs_lsst's test data instead. Like the current dataset, the new dataset does not need to support a complete pipeline run, it just needs to conform to the format as expected by ap_verify proper.
