Description

I had some questions when reading https://developer.lsst.io/stack/adding-a-new-package.html. I posted those questions in Slack and got answers (https://lsstc.slack.com/archives/C2JPL2DGD/p1589474164260900) but it would be good to update documentation for future readers.

Specifically, I think the issues here are:

Does the dependency get listed in the table file of packages which actually use it, or only (or also) in the lsst_distrib table file? (The former)
When will Jenkins notice the new package? (Straight away)
Do you need to specify dependencies that are managed through Conda rather than EUPS in the table file? (No)

Did I miss anything?
