      Description

      I had some questions when reading https://developer.lsst.io/stack/adding-a-new-package.html. I posted those questions in Slack and got answers (https://lsstc.slack.com/archives/C2JPL2DGD/p1589474164260900) but it would be good to update documentation for future readers.

          Specifically, I think the issues here are:

          • Does the dependency get listed in the table file of packages which actually use it, or only (or also) in the lsst_distrib table file? (The former)
          • When will Jenkins notice the new package? (Straight away)
          • Do you need to specify dependencies that are managed through Conda rather than EUPS in the table file? (No)

          Did I miss anything?
