      Description

      This ticket is to update past boost 1.70, to 1.72 or newer - whichever is best supported by conda-forge at the time.

      I had tried a newer boost, but I believe boost GIL (generic image library) had some changes between boost 1.70 and boost 1.72 which need broke our code - likely in afw if I recall.

            This is currently blocked on some pybind11 2.5 issues, but I think it will move smoothly.

            My understanding is that issues with boost 1.72 and 1.74 have prevented either from being included in rubin-env at this time. This should not be a blocker for DM-27005.
