Until DM-24972 lands (which may be soon), we need a functional conda environment. According to conda-forge developers, it is apparently more future-proof, though less exactly reproducible, to use pinned versions for direct dependencies only, without build specifications. Convert the scipipe_conda_env pins to that mode and update Jenkins, newinstall, and deploy accordingly. Also add an environment on the qserv branch of scipipe_conda_env that works similarly and has desired additions for that product.
