      Description

      Write the tooling needed to report the metrics computed in this new framework to SQuaSH.

            To say more, the work here was to generate a command line utility to:

            • Pull measurements out of a gen3 butler repository
            • Rendezvous the measurements with metric definitions read from a metric package
            • Attach the appropriate metadata to create a job
            • Persist the job with a known name

            Then we tested the publishing of the measurements to SQuaSH using dispatchVerify.py.
