Update LSP Requirements (LDM-554) to reflect RFC-651, RFC-652, RFC-700, and RFC-704

      Description

      RFC-651 and RFC-652 concern clarifying the "VO first" design for the LSP API Aspect.

      RFC-700 concerns adopting HiPS and MOC in the LSP.

      RFC-704 concerns pinning down a specific minimal version of VOTable to be used in the Science Platform.

      Implement these in the MagicDraw source for LDM-554.

            Folded in RFC-704, which produces a consequential change to LDM-554 based on an upstream change to DMS-REQ-0078 in LSE-61.

            Manual "redline" of LDM-554 in LaTeX pushed to the ticket branch for this ticket.

            Implementation in MagicDraw will follow. (At the moment my installation of MagicDraw 19.0 SP3 is unusable due to an apparent infinite loop in a thread or similar behavior.)
