Refactor the subsystem of constant velocity movement. It uses the goto tag instead of the xml or bus (Data Store) to transfer the information of finish of movement. This will let the 'updatePosAndVelCmd' subsystem to be unable to update the LsstCmdSet for the uncertain order of variable update. Therefore, this part of logic needs to be rewritten and tested to be consistent with other control mode such as the tracking or point-to-point movement.
