Update PA1 metric implementation

      Description

      Update the PA1 metric implementation to

      • compute the metric using all stars meeting the filter criteria when possible, with a minimum of 50 required.
      • adopt S/N>200 threshold.

      As coded in validate_drp, PA1 is calculated by randomly selecting a sample of 50 matched pairs of stars. This option can be retained for comparison.

          Colin Slater – sorry, but I unwittingly completed one of your tickets (DM-29400) by updating the PF1 algorithm at the same time I was doing PA1. (Both metrics use the same outputs, so I just updated them together.) We could arrange a ticket-swap if you'd like to have one to work on in this epic?
