      Description

      eups and setuptools 49+ don't play so well together due to elimination of site.py files. The master branch for eups has some updated python installation scripts which seem to work fine.  Some testing has been done to pull that into eupspkg.cfg.sh files for pure python packages.

       

      This ticket is to upgrade eups in lsstsw/newinstall and revert any changes that may have been merged to eupspkg.cfg.sh in proxmin, scarlet, or firefly_client.

          We're using a newer eups than was current at the time of this ticket.  It works for proxmin and scarlet.
