      Description

      make lsst log config conditional in ctrl_mpexec click CLI similar to DM-26088

      The cmdLineFwk root logger always gets set to Info (see https://github.com/lsst/ctrl_mpexec/blob/master/python/lsst/ctrl/mpexec/cmdLineFwk.py#L521), the click framework should do the same.
