Remove the Unused Attribute in GUI Telemetry of Rotator

      Description

      Remove the unused attribute in GUI telemetry of rotator. The attribute of REXA_encoder in telemetryStreamStructure_t in telemetryStructure.h is unused. Need to remove this in ts_rotator_pxi repository and update the related decode in ts_rotator_gui.

      This task needs to modify the low-level controller code as well.

            The REXA encoder is used to measure the angle. Moog used this in the test before. The reference can follow: L-9517-9405-03-B_Data_sheet_REXA_en.pdf.

            It looks like the actuatorEncoder from the GUI telemetry needs to be removed as well.

            Updated these in GUI already. Updated the controller code.
