The rubinenv metapackage has been published to conda-forge. The conda3*bleed files can be replaced with a single file and/or removed altogether, as the only dependency is "rubinenv" when relying on the metapackage.

A note should be published on community and some documentation updated, especially covering the use case of modifying an installed conda environment, which this has some new features for.
