Add flags parameter for reading afw tables in gen3

      Description

      Gen2 butler.get allows flags to be passed in when reading afw tables to indicate that heavy footprints should be skipped. This parameter needs to be available to gen3 butler formatter.

          Kian-Tat Lim I think this old ticket relates to that heavy footprints question you had the other day. This is controlling the read, not the writing of the footprints.

          Right.  It was thought that Gen2 did not allow flags on write, but that wasn't actually the case.  Gen3 does not currently allow flags on either read or write.

          While I would hope the leaner parquet tables will always be available…big +1 on this for any cases where they are not.
