Rearrange the CSV Files in M2 Controller

      Description

      Rearrange the CSV files in M2 controller. The default place is /opt/lsst-m2. Need to move this to the directory of repository and rearrange the files. This is a follow-up action of DM-26678.

            Removed the hard-coded path of system and telemetry logs and script. Updated the documents.

            After tracing down the code, I realized the "base file name" in configuration file will be overwritten in the code. For example, the telemetry has the "CellTelemetry" entry defined in the TelemetryLog.xml file. This value will be overwritten in the Model.startLoggingTelemetry.vi. The value is put by the SystemController.SE_EnableTelemetryLog.vi.

            Removed the unused files and clean the codes. It looks like the CTIO Jenkins has the problem now. All unit tests pass locally.
