Description

Krzysztof Findeisen reports that he can't convert some DECam gen2 repos because the validity timespans overlap. Jim Bosch determined that this is because in gen2 some calibration repos have a day gap in validity ranges and we were compensating for this by adding a day. This led to repos without a gap being incorrect.

The 2to3 tool should handle this case and assume that <=1 day means no gap.
