      The OPSTN series is replaced by the RTN series. Only OPSTN-002 was ever distributed.

      To implement this:

      1. Remove OPSTN-002 from the LTD system and search index
      2. Remove the homepage for OPSTN on www.lsst.io
      3. Remove mention of OPSTN from lsst/templates
