Move TCT-relevant twiki documentation to Confluence

      Description

      Congregate all the trac TCT-relevant documents (standards, policies, guidelines, meeting history) onto Confluence.

            This was a companion to DM-1207. Most of the background work determining what files needed to be moved or retained was done on behalf of that ticket.
            DM-1207 has just completed.

            The final move of TCT stuff is being done on this ticket.

            I completed the audit of the TCT relevant files ( Approved Policies, Guidelines, Tools, Standards; minus those superceded) which needed to be moved to Confluence. They have been moved and updated when required. What remains on Trac are the actual minutes of the TCT meetings; the pointers to those minutes are resident on Confluence.

            Frossie has been nominated as first reviewer since she is SQuaRE and is the TCT Chair.

            As stated in the final comment on this ticket, the TCT resolutions have been audited and, where still current, the Policy/Recommendation/Standard has been moved onto Confluence ( https://confluence.lsstcorp.org/display/LDMDG/Standards+and+Policies). Pointers, to the past meeting notes still retained on Trac, have been documented in Confluence ( https://confluence.lsstcorp.org/display/DM/Meetings+and+Notices ).

            There are a group of Trac pages on important Workflow topics but which need total revision. This should be done when the SQuaRE lead in conjunction with the SAT define the Workflow process to be used during construction. See: https://confluence.lsstcorp.org/display/LDMDG/Standards+and+Policies section: "Needs Major Revision or Obsolete".
