Upgrade OS on Jenkins macOS workers

      Description

      We are running High Sierra and Mojave on our macOS workers for Jenkins.  We typically support the current and previous releases (Catalina and Mojave).  Please upgrade these machines.

      It's understood that this may be tricky due to building access restrictions.

      (Big Sur is coming out soon; we may or may not want to wait a little bit to adopt that.)

            Ports 5 and 6 are reversed on the KVM: that is, port 5 really talks to mac6 and vice versa.

            mac3 got into an unbootable state during the upgrade. We have had suspicions that it has bad memory in it. I am going to be taking it home to do some diagnostics.

            Apple Diagnostics didn't find anything wrong with Mac3. I was eventually able to do an Internet Restore to Mojave, and then reinstall Big Sur, and that seemed to work, and I think that I have the necessary brew items in place.

            I will be taking the machine back in and putting it in the data center tomorrow.

            At some point we might want to consider taking it out of service and running memtest86 or similar on it for a while to see if we can make it flake out again.

            Needed to downgrade XCode to 11.7 until post-release 21.

            Did that this morning and put mac3 back in place. I think this ticket is done.
