      Description

      Frossie would like the ability to control the source URL for the newinstall.sh script in sandbox-stackbuild. The newinstall.sh installation logic needs to be migration to the puppet-lsststack module, converted into a defined type, and have unit+ acceptance tests written for it.

            With lsstinstall, the source URL should be static (always https://ls.st/lsstinstall).  Also, I don't think we have a sandbox stack-build anymore.
