      Description

      Dave and I found there is the bug in the M2 unit test that sometime the tests will fail. This happens for testFgvParamFile.vi.

            Remove the race condition in test cases. Increase the time in Jenkinsfile.

            I fixed the race condition in the test cases. I also fixed the problem to run the CTIO jenkins.
