      Description

      This ticket implements a Lander document parsing plugin for Rubin project documents that use the "lsstdoc" class from lsst-texmf. This plugin builds on the new plugin framework implemented in DM-26564.

            Plugin package is in development at https://github.com/lsst-sqre/rubin-lander-plugin. This ticket has added the lsstdoc parsing plugin. A future ticket will add the template plugin to render branded landing pages.
