LTD Keeper "lsstdoc" version tracking mode isn't properly comparing versions

      Description

      "v3.9" is considered more recent than "v3.11", so we need to revisit the version comparison code.

          I've fixed the logic behind the lsstdoc tracking mode. The problem was with the regular expression matching of LSST document version tags. Added additional testing as well.

          Also fixed issues with the Docker image and Kubernetes manifests related to the 1.20.0 release (which was never deployed). Ultimately released as version 1.20.3
