pylint indicates that the eups import here is boilerplate that is not used. I think that is true for a lot of the eups imports.

Joshua Hoblitt should feel free to remove any and all of the unused "import eups" lines in SConscript files or tests. Cases where eups.productDir() are used need to be replaced by the new function from RFC-44, of course.

After some discussion in the office and on hipchat, we've decided to convert all the eups related tickets to be sub tasks of DM-2636 instead of closing them won't fix.

I've converted the dataral tests in tickets/DM-2636 but I don't want to touch all of the os.environ calls in the various scripts under ./bin, which appear to be largely untested.
