Remove version functions that rely on SVN

      Description

      In DM-2635 support for SVN version guessing was removed. Turns out that ip_diffim does call the removed function. Additionally, pex_logging has a version function that relies on $HeadURL$. Both these version functions should be removed as Sconsutils now writes the version information in a standardized way for each package.
