fix hexapod GUI telemetry plots

      Description

      The hexapod operator's menu, figure 16, (attached below), shows the telemetry plots. 

      However, it is not clear what the range of the time axis is, and in what unit.

      Hexapod tests on the summit conducted in November 2020 confirmed that the above figure agrees with the latest version of the software.

      To make this useful, we need to 

      (1) look into the unit and range of the time axis, and label them clearly.

      (2) add a drop down menu, so that users can choose "past 2 minutes", "past 5 minutes" etc to easily reconfigure the range of the time axis. (exact menu items TBD)

            It looks like MOOG developers used the waveform graph instead of chart here. I could not reuse the vis in DM-27887.

            Added the Config class.

            Updated the code to use the Config class. I realized the FGV is used to hold the data by the MOOG developers. After some tests, I believe the use of FGV is a bad idea.

            Removed the FGV and used the waveform chart instead of graph. The test with fake data:
