The faro package needs access to extinction corrections for computing some metrics. I know that pipe_analysis also needs this sort of functionality. The dustmaps package seems like a natural choice. I have successfully interacted with the maintainer and had an upstream PR accepted. The only tricky part is that we will need to create a package to hold cached data so that not everyone needs to download the maps.

The process will be:

• Create a data repository with the SFD (at least) maps. This should be git-lfs backed
• Create an RFC to add the cache data repository and dustmaps to lsst-distrib
