      Description

      daf_butler tests are slow and I/O-bound (https://lsstc.slack.com/archives/C2JPT1KB7/p1608056309029100). For entirely selfish reasons, I want to run them on a tmpfs partition, and it seems reasonable to let that be controlled by an environment variable.

      Work is already done, and it's already paid for itself in time not spent waiting for the tests to finish.

          Looks good. I had one thing to say about repeated env var access, left in the PR, I'm not sure there's anything reasonable to be done about it though.
