Change isrTask (and relevant configs) to use physicalLabel

      Description

      isrTask currently is ambiguous about whether it is accepting physical filter or band labels for e.g. FringeTask. DM-27170 is deprecating FringeConfig.useFilterAliases (which doesn't appear to be used in any of our existing configs), but the filterName assignments in isrTask.py and the uses of FringeConfig.filters need to be clarified Based on conversation with Christopher Waters, this is preferably physicalLabel, possibly with a fallback to band that prints a warnings as a stopgap. Any obs package configs that specify filters for ISR (probably only for FringeTask, but I cannot be sure) should be changed to only use physical filter labels.
