MTRotator: use tv_sec instead of mjd when reading time from the low-level controller

      Description

      The low-level controller supplies time in two different ways in telemetry and config headers: mjd/frac_mjd and tv_sec/tv_nsec. It turns out the former values are not MJD at all (they are just restatements of tv_sec and tv_nsec). Use the vt_sec/tv_nsec values instead.

            I also made a trivial change to salobj: the CSC commander now rounds values to 2 digits instead of 4, to make telemetry less noisy.

            Released ts_salobj v6.2.0 (a minor change to v6.2.0.beta1) and ts_mtrotator v0.10.2 (since it is a bug fix release).
