Improve ATSpectrograph timeout handling

      Description

      The ATSpectrograph has a couple of timeouts set for connecting and reading responses from the low level controller. These timeouts are hardcoded in the model class and cannot be updated by users to accommodate changes in the instrument setup.

      I will turn those timeouts into configuration parameters. It also looks like there's a bug in the CSC when a read timeout.

            I did some cleanup in the xml as well, to remove some unused topics.
