Remove photoCalib from getMetadataBox/getMetadataCircle

      Description

      Each of the getMetadataBox/getMetadataCircle definitions in the reference loaders (gen2 and gen3) take an irrelevant and deprecated photoCalib kwarg. I believe this was a holdover from when relevant information was held in the old Calib object (the midTime and expTime, I believe). These kwargs can go away and the calls of them in ref_match/astrometryTask too.
