Consolidate Dockerfiles for AllSky Camera and ESS to aarch64

      Description

      All Raspberry Pi environments will run on aarch64 so only one Dockerfile is needed. This means that the armv7l Dockerfile may be removed and the Dockerfile.aarch64 file may be renamed to simply Dockerfile. This ticket is for doing that for both GenericCamera and ESS.
