lsstsw/bin/envconfig doesn't set proper variables on zsh

      Description

      The envconfig command has been updated to get the correct LSSTSW variable for both bash and zsh, but the corresponding settings.cfg.sh hasn't. So settings.cfg.sh needs to be updated or else the paths are all messed up.

          Looks okay. I have a minor philosophical question but you can ignore it for the purposes of getting this fix in the weekly.
