rubin-env 0.2.1 requires sphinxcontrib package from defaults channel

      Description

      The new documenteer metapackages pull in sphinxcontrib, which is only available from the defaults channel. The lsstsw/bin/deploy and lsst/scripts/newinstall.sh scripts need to be updated to include -c defaults in the environment creation command, as well as adding it to the environment's channel list.

          I have tested this in test-stack-os-matrix, along with rubin-env 0.2.1.
