      Description

      • Add bibtex_bibfiles configuration to deal with sphinxcontrib-bibtex 2.0. See https://sphinxcontrib-bibtex.readthedocs.io/en/latest/changes.html for details
      • Update technote template to use latest version of documenteer
      • Add test to documenteer that builds a document from the template.
      • Community announcement post describing how to update rst technotes.

          Had to release as version 0.6.4 because of an issue packaging 0.6.3 to PyPI.

          Also released version 0.6.4 to conda-forge.
