Create pipeline task framework (Im_ppg)

      Description

      From Tiago:

      Create a framework, an empty pipeline that we can call and won’t really do anything, just run and output zeros so we can test the interface… once that is done we can start to fill up the gaps.

            FYI, the urgent flag is reserved for those tickets that resolves issues that impact observation at the summit.
