Investigate why lsst-ts GitHub org doesn't work to authenticate users on Chronograf at NTS

      Description

      Holger Drass cannot login at NTS Chronograf as member of the GH lsst-ts org.

      both lsst-ts and lsst-sqre orgs are present in the chronograf-oauth secret and we restarted the Chronograf pod as an attempt to fix it but it didn't make any difference.

      We added Holger to the lsst-sqre org for the moment and I'm opnening this ticket to investigate the issue with the lsst-ts org and Chronograf at NTS.
