Ensure package-docs build in documenteer 0.6 works without doxygen tag files

      Description

      When doing single-package documentation builds, the doxylink configuration can cause a failure because the Doxygen tag file is not present.

      Change the Stack documentation configuration module so that the doxylink link tag file is only configured if it is available on the file system.

            Will be released in Documenteer 0.6.6. I've tested this with daf_butler.
