Allow configurable CSCs to store their config schema as code. This simplifies packaging and distribution. It also avoids any danger of schemas colliding between packages, as we see between ts_hexrotcomm (which uses MTRotator for a simple test CSC) and ts_mtrotator.

Deprecate the old way of storing config (as file schema/foo.yaml).
