Update gain and noise numbers for comCam and latiss (and possible LSSTCam)

      Description

      I propose to update the gain and noise numbers in the yaml files for ComCam and LATISS.  I have much better numbers than what are in the files today.  The AuxTel PTC run is at 

      /project/shared/auxTel/rerun/cslage/PTC_Defect_2021-02-18/

      and the ComCam data is at:

      /project/shared/comCam-CCS/rerun/cslage/PTC_2020-12-29

      I could also do the LSSTCam if people agree, but it is further away from being finalized.

          Craig Lage, first, many thanks for doing this. I've tidied up the ticket so that the tests pass, rebased, ran Jenkins and merged.

          I've also uploaded the PTC plots from the /plots directories you linked above.

          Let me know if you agree that's all sorted and we can close this ticket.

          Agreed. Christopher Waters should we reassign it to one of use and claim some small amount of SP for shepherding things through, or shall I just mark it as Done?

          I'm fine with you taking the "assigned" and claiming some story points.  Don't forget to update the epic (s21b-drp-auxtel) and team (drp) if you do.
