      Description

      Allow all C++17 features. Add a general statement saying that we should be careful about readability, and that updates to the existing Style Guide rules should be proposed where they conflict with C++17 best practices. Link to a best practice guide if a reasonable one can be found.

            I haven't gone through the Style Guide, but I did attempt to clean up the Boost library page a bit.

            Eli Rykoff approved in the GitHub PR. I made a few extra changes to remove some obsolete text from the Boost page and to link the Boost page to the Style Guide.
