The MT rotator monitors camera cable wrap (CCW) following error, so it can go to fault if the error gets too large. Add a telemetry topic to report the measured following error.

In theory we could also do this to MTMount, but in practice it would be difficult, because telemetry is handled by a separate process. Also, it is the rotator's measurement that matters as far as going to fault state.

Also stop publishing the deprecated application telemetry topic (use rotation instead) and remove it from the XML.
