Update build environments for SAL v6.0

      Description

      The SAL v6.0 will include support for lsst.io documentation.  This requires a lot of infrastructure updates in the build environment.  The following resources need to be added:

          I have updated the SAL/XML RPM build environment Docker image with the now required software.
