Following Lauren MacArthur's investigations (slack thread), we are now confident ~~DM-28985~~ is the cause of the changes seen in TE1 (due to it affecting the selection of stars that get used to compute that metric, as well as the rho stats).

Marking this ticket as Won't Fix.
