Add DP0.1 final data choice to RTN-001

        As we are finalizing the data choice for DP0.1, I'm adding some specific information to RTN-001, mostly about the data source but not what the data are (which DESC knows a lot better). 

        DESC does have a lot more data than these.

        For the catalogs on Qserv, I understand that the final table names aren't decided yet. I'll wait for that before merging.

        Comments in PR. My main points is that I'd defer all bulk download until DP1. DESC DC2 data are public now and those wanting to bulk download can get the dataset from the DESC portal.

        Are we planning to add batch compute in DP0.2?

        Thank you for reviewing. I'll adjust the wording about bulk download, mention that DESC DC2 data are public, and fix other things you mentioned on the PR.
