As we are finalizing the data choice for DP0.1, I'm adding some specific information to RTN-001, mostly about the data source but not what the data are (which DESC knows a lot better). 

DESC does have a lot more data than these.

For the catalogs on Qserv, I understand that the final table names aren't decided yet. I'll wait for that before merging.

Comments in PR. My main points is that I'd defer all bulk download until DP1. DESC DC2 data are public now and those wanting to bulk download can get the dataset from the DESC portal.
