Implement RFC-695

      Description

      Proceed with implementing the updated host association parameters: close DM-23683, adopt RFC-695, create a branch of the DPDD with the name of this ticket and make the proposed changes to the document in the branch, then submit an LCR to the CCB.

            This previously escaped my searches, but GLADE should be the default catalog adopted for the lowz host association (unless there is a better one produced by Operations).
