pipe_drivers background code needs migration

      Description

      Some of the code in pipe_drivers will need to be migrated if that package is deprecated along with gen2.  The code in `background.py` is used as part of the gen3 sky frame generation.  The gen3 `SkyCorrectionTask` is also in `skyCorrection.py`.

            Note that pipe_drivers has no tests at all so there aren't any tests of any of this code. There should be tests of course but that's out of scope for this ticket.

            Can this ticket also remove pipe_drivers dependencies from the ups tables, or is that another ticket?
