Use UUID5 for raw ingest when using UUIDs

      Description

      Following RFC-778, change ingest-raws to use UUID5 of collection/dataId/datasetType for ingest. This has to revert to the current scheme if incrementing integers are being used for dataset_id.

            Andy Salnikov Can you please take a quick look at this? It's a trivial change in obs_base plus some very minor changes to daf_butler to make some things accessible and to add a new exception.
