Migrate cp_pipe pipelines as defined in RFC-775

      Description

      Assuming RFC-775 is accepted, this ticket will be used to reorganize the camera dependent calibration production pipelines in `cp_pipe` and out of the various `obs_` packages.

            Thanks for doing this, and apologies for the slow review! There are some minor fixes I trust you to tidy up. I'm very glad to have pipelines landing in cp_pipe instead of all over the place.

            It makes me realize there should probably also be a `cpBias.yaml` in `cp_pipe/pipelines/DarkEnergyCamera`, even though all it would do is inherit the generic one (and specify the instrument). If you're up for it, you could add that while you're mucking around in here.
